Ok so i found the config file that did make my game runs better i hope this work for you guys.

Go to to your explorer file Users\Appdata\local\MSAR\config\WindowsNoEditor\GameUserSettings.ini

Set all values like this:

[ScalabilityGroups]
sg.ViewDistanceQuality=3
sg.AntiAliasingQuality=0
sg.ShadowQuality=0
sg.PostProcessQuality=0
sg.TextureQuality=0
sg.EffectsQuality=0
sg.FoliageQuality=0
sg.ShadingQuality=0

Very good thread. Keep in mind you can return all to 3 if you have beefy PC later.
