As many have already entered R_swapinterval -1 for 60 FPS cap if you enter R_swapinterval 0 the FPS cap is completely removed.

Graphic Options -
Use the Game Launch Settings as seen in this photo - ensure to use the + symbol prior as it is.

This now adds the in game console by hitting the INS button. With INS open you type just God for godmode or com_showfps 1 to turn it on; use 0 to turn it off

R_swapinterval - Set the FPS lock to 30FPS (-2), 60 FPS (-1), or fully unlocked (0)
God - God mode
Noclip - You can walk through walls
G_infiniteammo - Unlimited ammo (as long as you start with at least one bullet in your possession)
g_fov 100 FoV 100
G_stoptime 1 - Stops time
G_stoptime 0 - Activates time once stopped
Toggledebugcamera - Separates the camera from Sebastian
R_forceaspectratio - Change aspect ratio (2.5 is default, 1.8 or 2 is recommended, 0 is full screen) *note I have not tested anything other than 1.77)
Com_showFPS - Activates id’s native fps counter *Please use this if you use total FPS unlocker with R_swapinterval 0*
Startslowmotion2 - Enables slow motion
Stopslowmotion - Disables slow motion
