A combination of raised ground and iron beams can make it possible.

The only console command I'd not do without is the one that allows you to fly. That way you won't have to spend ages to erect scaffolding in addition to building the structure itself.

This is cool and all until you realize you cant actually build this without console comands. Sure it looks gorgeouse, but nobody is gonna build it ingame, you cant even build that hight to begin with.
