Make sure your PC follows minimum requirements

Second step

If your PC follows step 1, then:

You should downgrade your NVIDIA driver.
Here's the link to download latest stable version: NVIDIA Driver[www.nvidia.com]

Third step

1) Open NVIDIA Control Panel (right-click on desktop)
2) Go to 3D Settings - Manage 3D settings
3) Set "Shader Cache Size" to 10GB, 100GB or Unlimited

Fourth step

1) Open game folder (right-click to game in Steam library - Properties - Installed files - Browse)
2) Delete "psolibs" folder

That's all
