[WOTC] Standardized Hack Variation

This is a partial port of Vooyek's Hacking Rebalanced mod. The only part ported over is the Hacking Variation thresholds.

Most Rewards have been rebalanced to where the 1st tier rewards are harder to unlock, but 2nd tier rewards are easier to unlock.
Original Values:
Most T1 hacks: Difficulty 23, Variance 15
Most T2 hacks: Difficulty 67, Variance 15
Modded Values:
Most T1 hacks: Difficulty 35, Variance 10
Most T2 hacks: Difficulty 60, Variance 10
