I don't think it's the last we've seen of the NCR. The nuking of Shady Sands definitely hurt them a lot but it certainly didn't kill the faction. And what we've seen in the show were rather the remnants of Shady Sands, and not the official NCT army. Also seeing as how Shady Sands is marked as FIRST capital of NCR it might mean they already moved it prior to being destroyed

i hate bethesda and how the tv show RUINED this faction!! Bethesda seriously doesnt understand this franchise at all. All we get is BOS and VAULT DWELLERS WOOOOO HOW FUN
