Updated for 1.8

Improves some aspects of East India Company and British Raj centralisation:

Doctrine of Lapse infamy reduced by 75%
Start with claims on Burma, Sikh, Makran, Kalat, Sindh states
Sepoy Mutiny no longer generates infamy for India (idk why it did this in the first place)
All the Princes are annexed into the Raj if/when it's formed

As well as a couple of AI changes

AI will actually use Doctrine of Lapse
AI India will be much more likely to invade the states it needs for the JE

Not sure what went wrong, Doctrine of Lapse actually doesn't work after installing this mod
