Let's do it!
How to set fullscreen without changing zoom on 1920x1080 monitors:
(For some reason it doesn't affect the main menu, but works fine in-game)

1. Boot up the game at least once and go to this directory:
Program Files x86 > Steam > steamapps > common > Command & Conquer Red Alert II

2. Open DDrawCompact.ini

3. Edit the SupportedResolutions line to this (Turn Vsync on too for a smooth camera scroll):

SupportedResolutions = 640x400, 640x480, 800x600, 1024x768, 1065x600

4. Open RA2.ini and edit the Video section as follows:
Video
ScreenWidth=1065
ScreenHeight=600
StretchMovies=yes

5. Repeat Step 4 for RA2MD.ini aswell

For other resolutions simply go trial or error at the Width (Don't forget to edit the SupportedResolutions line too!!)

If you are left with black borders on top and bottom tone the width down until it fits without any borders

Thanks for letting me know! I was looking onto how to add more resolutions to the list without breaking the UI

Never said you had to do that. Adding that stuff unlocks all in-between resolutions too. I generally play on 720p.

But if I set the resolution to my native 1920x1080 the zoom goes way too far back

Or you can just set AllowHiResModes=yes into the RA2.ini, and add the option "native" to the end of the resolutions in DDrawCompat.ini, and then you just get the full list of supported resolutions in the in-game settings.

Oh, that's a game's thing, you can solve the dissapearing menu stuff by simply clicking where the button to go back is (usually at the bottom), or to proceed to somewhere else, it reloead the options

As for the 2-3 seconds wait, that is normal dont worry
