For context
for context there is this rendering glitch that occurs on windows 10 and 11 as well as linux that does not allow you to move in a small building due to the lack of support for drivers past what was made during the creation of 76 or from just the laziness of bethesda
How do I fix it?
well there are 3 ways you can essentially fix it so you can move in the game and actually play

1. set your vsync to off and turn your render down

2. change your graphics settings on your driver to cap the games intake from your driver

3. The method that worked for me is disabling windows input for fallout 76 which you can do by going in settings and going to settings in windows System>Display>Related Settings> Graphics> Change default graphics settings> Turn OFF Hardware-accelerated GPU scheduling OR just scroll down to fallout 76 on a list of apps on your pc and click it go to options and click high performance and click "Don't use windows optimization for windowed games" or don't and just optimize the performance
Additionally
I have heard from some that this glitch only happens to them in power armor which is weird but alas it will not be fixed by bethesda due to the sheer level of lack of effort they put into this game even though almost the entire internet has had fallout peaked their interest
Finally
I hope this fixes your problem or helps you find a solution as a new or old player with this problem and thanks for reading

Same as others here. I capped my in-game FPS to 144 and stopped having that issue.

Just set your fps max to intervals of 60 and you should be fine. 120 is probably good enough. Beyond 120 FPS the returns are diminishing so why not give your GPU a break.

Yeah its an FPS issue, bug goes all the way back top fallout 3 believe it or not. Just set max fps in your GPU control panel and it wont happen again.

It's also caused by boosting the framerate in the game by changing the config settings.

It's some kind of render issue

I found another solution but I can't confirm if it works for everyone. I set max fps for fallout 76 in the nvidia control panel to below 144 (like 120). I read somewhere that fallout 76 bugs out with moving when FPS gets higher than 144.
