High-res textures are usually fine. What really helps to avoid crashes is dividing the high-poly model (mostly the w_models, but the v_models are better to be optimised, too) into several SMDs instead of just one. I did that to all the models I am using, but kept the original 2K textures, and I am playing custom campaigns without issues.
A good example: an HQ G3 that previously was making my game crash when someone with that weapon gets killed by the Witch or pounced by the Hunter. After the model got divided into several parts, no more crashes.
The only problem with that is not all weapon mods are that easy to optimise: broken animations/meshes after re-compiling are not a rare occasion.
Low-end PC owners probably still can crash while playing with weapon mods with high-res textures. A friend of mine was playing on a potato PC, and they had to remove all the high-res mods because the game was quite unstable. Sometimes.
But in general, reducing the texture resolution does not necessarily help against crashes if the model has a hell ton of vertices and is not divided into several parts.

Mostly on the size you compressed and the quality of the texture itself. Since it is, well, compressed, using 512 will reduce its size further than 1024, but also sacrificing the texture, tho if you don't care about the low res texture, then it's a good tradeoffs.

Next to how to compress mods:
1. Install/extract all the softwares first (Crowbar doesn't need installaion, just extract the files and it's good to go);

2. Open your Crowbar and head to Download tab;

3. Find what mod you wanna to compress and copy the link to that mod, or just the ID, then paste it to the "Item ID or link" (for example, the mod you're currently seeing right now, the ID is 3240780933);

4. Once downloaded, assuming you didn't install VPKEdit, on the bottom right, select "Use in Unpack". If 1st time not working, click the button again, and it'll head you to Unpack tab;

5. In there, you wanna go to "materials -> xxx subfolders" where xxx is the textures folder, usually has .vmt and .vtf;

6. Once you're in the textures folder, copy all the .vtfs but not the .vmts, and unselect these files: phongwarp_steel, exponent, specular, etc. They usually have very small size, like below 100kb or 10kb, so you do not want to compress these;

7. Once you select all the .vtf, go to desktop and make 2 brand new folders. You can name it all you want, but I suggest to name "input" and "output" to two of these folders;

8. Once step 7 is done, just drag all the .vtfs to input folder, and now open your VTFEdit;

9. In there, select "Tools" then "Convert Folder". Once there, a new window will pop up;
