There are a total of 15 and they are all in the bedroom.
You can get to the bedroom in the HEM level.
You can see some green splatter one the ones you have defeated.

Between the chair and the lamp.
Under one of the books on the small table.

At the TV.
Here are 7 spiders.
3 of them are in the drawers
1 under the DVDs
1 under the DVD Player
2 on the TV 1 on the back and one under

Left side of the bed.
1 under the pillow
1 under the trash bin
1 in the middle drawer

Right side of the bed.
1 under the pillow
1 under the Radio
2 in the drawers

I figured out what it was. I was doing it in the tutorial and even though you can shot all 15 sticky notes with the pistol in the tutorial you can only get the achievement when you go back to the level later on in the game.

Are you online on steam when playing the game?
I have seen that being a problem for other games.

I shot all 15 of them on 3 seperate save files and didn't get the achievement all 3 times. Any ideas on why this is?
