Taxation as Institution

This mod changes the way taxes are levied. Instead of being able to switch between different tax rates immediately, there is now an institution whose level influences the tax rates.

So if you want to collect more tax, you have to spend more bureaucracy. In addition, changing tax rates takes the usual 50 weeks.

So far, I have only superficially reconstructed the advantages and disadvantages of each tax level.

A few days after the start of the game, the institution levels are set once to the respective tax level.
