No matter the settings, the game runs terrible on some modern PCs with heavy fps drops to 20

I don't want to download or modify game files with DGVoodoo2 / DXVK or anything but I decided to troubleshoot this when I saw someone on youtube with a GTX 1060 / i7 7700 running the game flawlessly at locked 60 fps.

So my fix, might be specific for Ryzen cpu or AMD gpu or Win10:

1. Right click Bloodrayne on steam > Manage > Browse local files
   
2. Right click " rayne1.exe " > Properties > Compatibility > "check" Run this program as an administrator
   
   
   • The game will now run at locked 60 fps ( 30 in cut scenes )
     
   • This will introduce a new problem, stuttering with camera movement
     
   • Even though the engine is locked to 60Hz, you will need to limit fps to 60
   
   
3. Limit FPS to 60:
   
   • Open AMD overlay in game > Radeon Chill > Min Max FPS slider > both 60
     
   • NVIDIA control panel > Manage 3D settings > Max Frame Rate > 60
     
   • or use Rivatuner app
