INSURGENCY: Modern Infantry Combat - SERVER LIST FIX
Go to the folder Steam\steamapps\common\Source SDK Base\platform\config
Download and install this file into the config folder and it will ask you for confirmation to replace it.

After these steps, run INSURGENCY: Modern Infantry Combat and you will be able to see the servers that are online.

I followed the steps and there are no servers available, only one server with 0 players appears, is the game dead???

I'm not sure but I think you must have installed some game with the source engine so that might be why the "platform" folder doesn't appear.
