This is a simple mod that makes adds a Paper Cartridge PM to Ammuniton Factories, and also has Ammunition Factories unlocked much earlier in the Tech Tree. Additionally, Line Infantry now consume Ammunition.

The "Paper Cartridges" and "Percussion Caps" PMs now require paper to produce.

This is small and lightweight mod that tries to bring a little more historical accuracy. It should be compatible with most mods, unless said mod changes Line Infantry and Ammuniton factories, which if so, let me know and I'll make a compatch!

Unfortunately, some countries will have Ammunition shortages, notably Spain, Austria, and Russia, aswell as the Latin countries due to the compatibility issue with mods like VFM or even future updates, I can't fix this without having to make a compatch for said mods which is tedious.
The shortages can be fixed with 1 or 2 Munition Plants, so it's not so bad.
