It appears you can..erm, sail through land in some parts of the southern tip of the british isles. Start up a british game and you should see it pretty quick.

Marian Reforms have new trigger requirements:
if the player is roman: 3 huge cities in italy, 35 regions controlled by roman factions
if the player is not roman: 2 huge cities in italy

Playing as the Scipii (Scipiones), I built a level five palace in Capua, but the Marian reforms did not trigger. Did I miss something?

@{BB} Radish Elephants have the same requirements as vanilla: Elephant resource and Cavalry Stables or higher.

I don't seem to have access to elephants anywhere at the start as Carthage? How do I recruit them?
