Quick and Easy Method
1) If you're using a mod manager (like Fluffy Mod Manager), uninstall all mods first. This will mark them as uninstalled within the manager.

2) Uninstall Resident Evil 2 Remake (RE2R) from your Steam client.

3) Once the game is fully uninstalled, manually delete any leftover files in the game directory.
The typical path is:

C:\Program Files (x86)\Steam\steamapps\common\RESIDENT EVIL 2 BIOHAZARD RE2

4) Reinstall the game through Steam.

5) After reinstalling, do not install any mods yet. Launch the game to check if the default costumes have been restored and ensure it doesn't crash when switching costumes.
The Precise Method
1) Uninstall all mods via your mod manager.

2) Go to your game installation folder and delete all .pak files.
(Or delete only .pak files numbered higher than 007 for a more precise cleanup.)

3) In Steam, right-click RE2R > Properties > Installed Files > Verify integrity of game files.
Steam will redownload the missing files.

4) After redownloading, run the game without installing any mods to check if default costumes are restored and stable.
Backup Tip (for Prevention/Restoration)

1) Before modding, create a pak_backup folder inside your game directory.

2) Copy all original .pak files into the backup folder.

3) When needed, delete modified .pak files from the main folder and restore from your backup.

@Airness

How to install mods is a different rabbit hole, this guide only aims to fix mods that are permanently applied

Maybe try a short tutorial video:
