Weird, Steam didn't give me a notification for your comments, so it took a bit for me to notice them.
What's even weirder is that I can't reproduce your issue. It loads fine for me using the included 20x18 texture (even though the original is 14x14, as you said), both on the filter button and in the little frame where the NPCs are displayed. Does it display the stars correctly in the little frame? Because then the whole "the game doesn't accept it" shebang becomes weirder since it then partially accepts them.
Else, I'm a little stumped on what could be causing that. Is it something specific to your PC? Is there a different version of Terraria you're somehow playing that has different behavior? Are you playing with this pack enabled in tModLoader where a random mod unexpectedly overwrites that image?
