after you've loaded up the game, go into singleplayer, click on any country, and go to "custom rules"
Second step!
scroll down to colonization and fragmentation (i forgot the name of the section, but it's the very bottom) click either "fragmented" or "decolonized"
Third Step!
save if you want, and after, load up the game, and enjoy!

some stuff might not be accturate, have ironman OFF!!!!!!!! to fix it :)
