Deleting dbghelp.dll worked for me

I think it helps to point out that the file is not from System32 - its inside the data file of Command and Conquer where Steam ends up installing it

C:\Program Files (x86)\Steam\steamapps\common\Command and Conquer Generals - for mine

By the way I forgot !
you gotta download it as a zip file and make sure you put those files on to documents where Data files are stored*

None of this worked for me. I was using a HDMI monitor with my laptop. Then tried to play without the monitor and the screen resolution was different. This is the root of the problem. Here's how I fixed it.

1. Uninstall Generals/GZH

2. Delete the game folders in your 'Documents'

3. Reinstall Generals/GZH

4. Enjoy

If I try to delete the dbghelp.dll file it tells me " You need permission from TrustedInstaller to make changes to this file"

Apart from the obvious few brain cells, what am I missing?
