Faster Siege Equipment Construction

This mod lowers the labor force required to construct siege equipment when attacking. This change is intended to make building siege equipment slightly more viable.

Changes compared to vanilla:

Battering Rams:
6 -> 4

Siege Towers:
10 -> 6

These changes increase the number of situations where the attacker can build 2 sets of siege towers in a single turn, or 3 sets of siege towers in two turns. In vanilla, you can typically only build 0 to 2 sets within the first two turns.

Safe to add/remove in existing saves.

The AI makes use of the changes too.
