Fashionable NPC Party Hats

Opis
Provides many custom party hats for every editable Town NPC as well as their Shimmer Variants.

This is a byproduct of my primary intention, which was to fix the floating party hat above the Angler while using the Goldfish Angler texture.

If using Goldfish Angler use this texture, instead .
