Increases veteran stat buffs for all land and naval units. This is my attempt at a replacement for Better Veterans (+RotS and Fots).

Max Stat Increase (Original / New)
Attack: 7 / 12
Defense: 7 / 10
Reload: 18 / 26
Morale: 6 / 10
Accuracy: 18 / 26

I did not include fatigue changes because I think they are fine as is.

Unnecessary Information:
From what I can tell, all veteran stat increases in the game are based of two tables. One for land units and one for naval units. Since the values are all pulled from the same table regardless of their more detailed unit type (archer, melee, etc), this makes it pretty much impossible to make a balanced version of this without also fixing this design choice.

I don't want to do that. I will answer questions from time to time but don't expect much support, this is only my first mod. I only briefly tested the land units of this so far, so if it is totally broken for naval let me know.
