Paint Net
So, for Paint Net[www.getpaint.net] you will need Alpha Cutter [forums.getpaint.net].

  • For the first thing, you need to use Alpha Cutter, so you need to go to Effects -> Object -> TR's Alpha Cutter

  • Let's present controls:
    - left click adds a new point; you can use it as well to move points.
    - escape deselects the control point.
    - delete to delete the point.
    - scroll to zoom in and out.
    - right click to move the perspective.

  • Now just use the controls to outline the object you want to "keep" in motion (truck and trailer in my example)

    and press ok.
  • Now use magic wand tool and select all things on the object (click control + shift on all kind of colours on the object, f.e. I clicked on white Scania logo, then on red truck cabin).
  • After every step, now it should look like this:
  • Now just copy it (control + C) and paste (control + V) it to the original image (don't forget to make a new layer). Check below how to add new layer.

  • Now select the background layer.

  • Go to effects -> blur -> motion blur and use it, I recommend values between 5 and 10 points. Press ok.

  • Here's the effect, now just combine the layers of the image:

  • It's ready, just save it as you want.

Photoshop
Photoshop should be much easier, as it has easier tools to work with.

  • You can use quick selection tool

**Skip this part if you decide to use quick selection tool **

Or you can use polygonal lasso tool :

It requires much more clicking but it's more precise:

That's the outcome if you used the polygonal lasso.

    Quick selection tool tutorial continuation

  • If you decided to use quick selection tool, then you just need to select your object with it (quick selection tool):

Use smaller values to be more precise (arrow)
  • Now just copy (control + C) and paste (control + V)
  • Now you got 2 layers, just select background and go to Filters -> Blur -> Motion blur

  • I recommend using 5 points in Angle. If that's okay, then press ok.

  • Now just right click on the background layer and press Flatten the image. Now your picture is ready!

    Here's the result:
