Introduction
After trying other methods this was the one that worked with only a small sacrifice to the car steering speed.

The Fix

1.Download the new dinput8.dll here: https://drive.google.com/file/d/154XPX7-0FrF8nHmpHD6lfheGXZb_tWzT/view

2.Place the dinput8.dll in L.A. Noire Root Directory: Steam/steamapps/common/L.A.Noire

3. You should now have 60 fps in game.

It is advised not to change the resolution in the games options while playing.
