Number of guests is at 220,000 because of how the game calculates guests. It's currently set at:

$WORKERS_NEEDED 200
$CITIZEN_ABLE_SERVE 1100

This means that there are going to be 1100 guests per worker, or 220,000.

The real Hotel Viru has 516 rooms, at ~2-3 guests per room, it should look like this if you want to keep the same number of workers

$WORKERS_NEEDED 200
$CITIZEN_ABLE_SERVE 6

This will give a total guest capacity of 1200 if fully staffed.

This also fixes the heating tank volume issue of it being 10,794 cubic meters and nearly impossible to heat.
