Using Windows Magnifier
This method is super easy to setup, doesn't stretch your game screen but makes your game blurry from zooming.

2. Press Ctrl + Win + 'M' and set zoom increment to lower value with full screen view
3. Use Win + '+' and Win + '-' to scale your screen

8. Right click on black area or the game and pick fullscreen or windowed preview

2. Install OBS and go to settings

3. Set FPS you want in OBS Video settings

Found another one - using IntegerScaler
Launch the IntegerScaler_64bit.exe, then Alt+F11 after starting in Windowed Mode

If your Y resolution is less than 1200 (like 1080 in HD) then run IntegerScaler_64bit.exe -f for fractional scaling (doesn't look very good)
