First it was "one of us isn't TF2 Premium" which we validated.
Then it was "maybe its a limited Steam account" but they're 100% on that.
Their steam guard IS on.
But apparently if they changed their screen name too often per day it denies any trades. Sucks that the error message doesn't relay that fine detail. Will be trying with that guy again in 15-ish days.

Unclear if this is a bug or it was intentional to reduce the number of scam cases.

Been hearing that not every TF2 player is 100% honest.
