I coudn’t find any confirmation that it is really doable and now I can tell from my own experience it is possible to obtain.
Here is a bunch of tips how to do it.
Be aware of few spoilers.

Strength – 2 + 1 from gold fish (to carry more)
Endurance – 1
Dexterity – 7 +1 from tattoo contest
Intellect – 11
Attention – 7
Personality – 10
Luck – 9 + 1 from totem

There is no need to bother with Strange Serum item, more so it is probably not possible to get it during this run.

All initial skill points in Speechcraft.

You may set the name of your character as a one, long word with all capital letters. Something catchy, so you won’t reveal it by accident by clicking dialogs too fast. Do not tell fake name to anyone either, just in case.

Do all the peacefull quests that you can find.
Get the quest with a coal delivery and use the Luck option – you will gain a lot of valuable stuff to sell.
You should be around 9-10 level at the finish.

Skill points to invest in (hats and picklock are included):
Stealth – 199
Speechcraft – around 125 – 130 (I don’t know how much exacly is needed to pass WIL, I had 126)
Lock Picking – 40
Survival – spare points

Abilities:
There is nothing truely useful, maybe except for Swindler, Survivor, Supplier

With max Stealth ability you can pass unnoticed by enemies when there is a distance of at least 3 squares between you and the enemy. I didn’t notice if there is any difference if you run or walk, or if an enemy is staring right at your direction.
There are two moments in the game, where you need a lot of patience and multiple attempts. So save your game and reload after a fail.
First one is in Dead City Bunker. Get inside the bunker from the surface. You need to get to the suitcase next to elevators.
Second one is in Mountain Pass of Woes Bunker. You have to sneak between all the green lizards. The first part of a corridor is the hardest, the rest should be a walk in the park. You need to get to the safe for herbicide.

I played on Easy difficulty.
