have you tried undervolting with "throttlestop"? in my case from boosted my cpu around 10-15% all cores max performance mode. if you really get hot cpu it might also come handy but you need time to adjust the settings. on intel core/cache seems to work really well on lowering temps as hell. dunno why my cpu did even run that hot with much less FPS on gaming..

mine is pretty new and there hasn't been any other game that got it that heated up

yeah older CPU do struggle a lot, my i5-9300h is on limit around 90%+ all the time but at least my cpu can still deliver 60 FPS on high settings while streaming live to twitch
