Not to mention that there are also a couple of other areas to find it. I just randomly stumbled across the armor for the first time when I was exploring different areas around New Vegas.

Head to the NCR Ranger Safehouse. If you head in, you will come across alot of fiends. As you travel deeper, you will find a cave that leads to a dead NCR Ranger with two large creatures guarding the entrance.
