[jt_0a]Ballast Patch for jt track

This mod modify balast material of the QQxiaoshui japanese train track with [jt_2] track ballast.
The [jt_X] track mod as well as [ja_3]Bumpers must be loaded before this current mod to take effect.
This mod can be enable or disabled at will without creating issue as it only change material for track file with already existing one.
