The mod no longer works with smarter AI, which enables the AI to build the construction sector. This makes the mod essential, as the vanilla AI refuses to build the construction sector

i think that the buffs should scale with the country's rank. having literally every country in the game have 80+ construction with 50% construction efficiency on marshal difficulty just destroys the computer
