How is it usefull beyond allowing cells at level one?
With the changes to the statecraft Intel generation building now requiring adjacency to another faction, and the non-faction information fields no longer offering Intel in addition to their core resource, Intel is a bit harder to come by. Village quirks that offer intel per statecraft building, or for having 1 of each building type have become a lot more valuable, and Arrakis discoveries that reward Intel are a lot more tempting.
I haven't tested it yet, but it is unclear whether or not Analytical Machines count as Agents once the Assassination has started. They do not count for Information Levels, and they also cannot be captured, much like the Fremen Siblings agents, and the 2 agents from the Spy Charter.
Namely, one of their councilor reduces all needed Information Levels for all spy ops by 1, so only 2 needed to start an assassination, and none for infiltration cells. Additionally, while they aren't actively researching any techs, she converts their knowledge into Solari and Intel, 50% to each.
