After consideration, I removed the tax and rebellion rate modifications. If enough people fuss, I will re-add in a separate Mod, per your suggestion.
That is a valid point. That was inherited from the original implementation. Honestly, it is a setting I never use myself.
If I could confirm that it is not used by anyone else, I would probably just remove.

I did not see a conflict with the Town Distance though. Maybe another Mod is conflicting?
