The quest completion status is managed via Unity PlayerPrefs. Go to HKCU\Software\Wastelands Interactive\CookingSimulator and find keys starting with "QuestDone_" to check your progression.
The description of quest ID 121 is wrong. You have to serve the second dish within 60 seconds after you served the first one (not 2 minutes).

Finish the game while leaving the kitchen clean after each day.

The description is clear but leaves ambiguity regarding whether the kitchen was left clean.

Extract the JSON from a save file and look for "PlayerMilestones". An entry named "DirtyKitchenAtEndDay" indicates a failure to maintain cleanliness in your space.

@Jazzie The patch makes you able to unlock buggy achievements in "normal" ways (and not by using SAM or etc.) However I haven't updated the patch for a while, it won't work with the current version of the game. If you're interested, you can read the patch docs and build it yourself.

Finally I won all contest with 1st prize but found something weird.
All other award is colored golen + black(body part)
But Dining contest (hat shaped) and Golden knife contest's (knife shaped) body part are colored brown.
Is it related to bug?
As you said, 'I have them all' achievement isn't unlocked yet

@LVLZ It's a dummy contest and not counted in any of completion progress. The only use of it is for the "rat statue" that you obtain when you fail to make the top 3.

@LVLZ It occurs at the beginning of a day, and you need to wait a few days (3+ iirc, based on your contest completion) after the last contest held. Also you can trigger it one day early by abusing load/save (due to the completely garbage code logic).

Also I forgot to add here that the achievement "I have them all." is also broken that it will never be unlocked even if you finish all the contests.

@LVLZ The custom patch is outdated for now. Since it seems that the game is abandoned again, I will update it soon. Contests won't happen if custom menu is disabled.

I visited upon website, and downloaded Assembly-CSharp.dll file to overwirte.
But after that, game crashes whenever I run it.
