Only way I've found is to 3D print a blank one. Costs 2 filament.
Require recipe, and DeekulaB7 (the "interne.ts" door) is a fairly consistent spawn of recipes. (Glowing orange USB sticks)
The Passcode is easily guessed as well, if you've been on the internet long enough.

@Nexodus from asking around on reddit they are fixed by your save. So the white blueprints will never change like their spawn location (I hope that makes sense). I think that is SUCH a confusing mechanic to add when literally every other blueprint changes

@Nexodus blueprionts always spawn in the same spot it seems but the blueprint you get is kinda random

I didn't find it in either of those spots, ironically I found it in Tenement A storage room, at last I can make lockpicks.
