Back up your own save files first!
1) They can be found at:
C:\Users\user_name\Documents\Mirrors Edge Catalyst\settings

2) Download my files from
https://drive.google.com/file/d/1ZzjGsgJAjZS48HEkTV50wvzhI8iDNzcf/view?usp=sharing

3) Disable Steam Cloud sync!

It seems like saves aren't recognized for other users. Leaving the guide here in case some figures out a workaround.

Full Exposure
Collect every gridLeak in Glass


Story Teller
Find every recording and document in Glass


P.I. Connors
Find every secret bag hidden in Glass


Peak Performer
Get a 3-star rating on all Dashes in the main game

I had issues with few EA games in the past. Not sure if MEC is the same.

I'll leave a note that it doesn't work, not going to delete it.
People on reddit (https://www.reddit.com/r/mirrorsedge/comments/4qepmu/anyone_have_100_completion_game_save_for_catalyst/) managed to use another person save, that's why I thought the game supports easy saves swop

No luck, unfortunately. Tried what you said, as well as a few other things mentioned online, and as soon as I launch the game, it's a new game and I'm just leaving prison.

Not necessary you, it's probably EA... Try this:
In EA app - go offline, in your PC/Steam - remain online, replace the saves after the app went off, and see if this helps.
If not, welp, bloody EA ¯_(ツ)_¯

Hey, this is amazing - just trying to get it to work...and it could 100% be my error! I downloaded the file, extracted it, and replaced the 4 files. Correct? That is what I did and it just starts a new game.
