Lalo sees every faction, at the end of the day, as nothing more than pawns in his larger game. He will appease one side and then betray the other. The only faction he remains loyal to is the Salamanca family.

Lalo respects the Legion for their discipline and their ability to instill fear, but he quickly grows frustrated with their outdated practices, like avoiding the use of firearms. He would despise Caesar, recognizing him as a rival for control and influence. The Legion's harsh stance against chem traders and users would only deepen Lalo’s animosity toward them.

Lalo has no respect for the Followers of the Apocalypse, viewing their altruistic mission to educate and aid others as naive and utterly pointless in the harsh reality of the wasteland. Chem production and trade would become the backbone of his economy, with the Great Khans elevated to key partners. Casinos would serve as both money-makers and fronts for his underground operations, while the Securitrons would enforce his authority with ruthless efficiency.

Lalo would tolerate no dissent. Anyone challenging his empire—from rogue NCR loyalists to ambitious gangs—would be dealt with swiftly and mercilessly. Public executions and disappearances would become part of life in the Mojave, a stark reminder of who held the power.

Despite the brutality, Lalo’s charisma would ensure he maintained a veneer of legitimacy. To the average citizen, he might even appear as a charming benefactor, a ruler who kept the Mojave safe and thriving. But behind the scenes, everything would be about consolidating his power and expanding his influence, ensuring that the name "Salamanca" was spoken with both reverence and fear.

In the end, Lalo’s New Vegas would be a glittering kingdom of excess and control, a place where wealth and ambition thrived—but only on his terms. The Mojave would have its kingpin, and his rule would be absolute.
