Servers are still up but you have to activate them in the game.
For the servers activation you need the game as in your steam library as in your ubisoft connect library.
Steam will automatically add the game into the ubisoft connect but its still the steam version.
For the servers activation you have to launch the ubisoft connect version, so you have to buy a ubisoft connect key if you already dont have one.

YOU HAVE TO BUY STEAM KEY AND UBISOFT KEY ALSO!

1. Launch ubisoft connect game version
2. Play campaing until mission with fixer starts (6th mission in the game - Hacking Contract)
3. Finish the mission - which is introduction into the online world
4. Quit the game
5. Launch steam game version
6. Go to online contracts
7. Enjoy

I created this in 2023 and still could do some online hacking or online tailing but could not connect to any online race or online decryption due to lack of players.
