Once you have opened up the NVIDIA Control Panel. Go to Manage 3D settings and click on the program settings tab. Once you're there find the Armed and Dangerous exe if you don't see it press the add button and find it there. Now that you have added it into programs you will move onto bottom part of the screen where it says specify settings for this program. Scroll down until you find Max Frame Rate and set it to 60 FPS. Do not set it any higher than 60 or the game speed will be fast!This is how it should look like. That is pretty much it.

I am pretty sure you could use Rivatuner or something to cap the framerate to 60 but I never use that software so incase you don't have nvidia control panel then you'll have to use that.
