I don't know what's happening on your machine exactly but, Arma engine is very old and it has low-limit of performance what is hard-coded on the software.
So even if you have the super hardware, it can not perform as you wish.
You can just increase resource settings on launcher options more higher as you can.
My gear is i7-7700K and 3060ti

my ryzen 7 6800 and 3050 display 35 fps. Anyway it doesn't depend on it

And this script uses no particles and no AI.

In experience, FPS depends on View Distance settings and complexity of the current scene.
Number of AI units and particle effects(e.g. bullet hit effect, explosion, fire and smoke) especialy highly affects to performance.
Many mods has high quality particle effect but, these might be also make decrese FPS in return.
