not even moderators can remove items unless they violate other terms of service.
maybe you'd get lucky if you simply asked the user to remove it.
but it doesn't often happen, thieves usually delete comments and block others.
you could easily verify this is your mod so DMCA would work... it's just a bit extreme.
Yeah, I noticed how lazy he was simply copying and pasting everything. I think I'll just fill a report on Steam for now, not sure if I should bother so much for such an old mod anyway.

he's clearly stolen your mod, and even ripped your screenshot and description...
you have the right to not just report the item, but file the DMCA process for removal.
up to you which route you take, maybe he'll listen if you ask.
DMCA is a bit extreme but it's the most effective and gets results.
sometimes even makes users aware they risk getting banned if they continue.
