Report a translation problem
The before/after discarding video settings step, think of it as a glitch, once you change the Sharpness Filter to On in the config file, it will stay like that until the setting/related setting in the game is changed.
Before pressing Discard Changes you'll see it says Off/ On , but that's a visual glitch, if you changed it in the config, it will still currently be On, the game is trying to auto change the Config to Off (there is probably some coding trigger to change the setting if DLSS is on or something.)
if you don't Discard Changes and just Apply Changes you'll see it re-apply's the Filter to Off and it will be blurry again (if the settings is changed by mistake and if you have the file as read only , all you should need to do is restart the game, no need to do the steps again as the settings shouldn't be able to change)
Side Note: in case of a misunderstanding: you do not need to do the Discard Changes on every game/map load, you only need to do Discard Changes if you go into the video settings, other wise it will always be On until setting/related setting is changed.
(that's kind of an error on my part, I did note this in step 3, I just need to explain it better, I tried to reword it but I think I need to reword it even more better, sorry for that.)
As for Read Only you can totally do that, I thought about adding it here but decided not to, to keep it more easy, and its not fully needed.
Read only does sadly bring in its own issue(s) with settings saving, as in, if I remember correctly, with Read Only, the settings you changed will not be saved on the next game boot up, but if you plan on not changing settings this is a none issue, and can probably a good idea.
While Read only is Off(Default), you are still able to change settings and have it Saved, and in future some one following this Guide might forget they changed it to Read Only, or might not fully know what it means and have problems with settings not saving/other, didn't want to cause issue down the line for people.
but if you know what you are doing you are totally free to do so :]

I think , normally in other games DLSS/DLAA has its own 'in built' sharping Filter so they disable it when you have DLSS on in this game? I could be wrong though.
But even then, this game is so Soft with the normal TAA it has, when you have the sharpness off, and still a bit soft with it on.
