It says to replace the .so files in the System directory directly. In my guide I instruct to symlink these from the updated ones used by Steamcmd. Maybe the command I have isn't exactly right for Ubuntu based stuff? The above post seems to be located differently.
On Debian I can get them from: ~/steam/steam/steamcmd/linux32/
On the above Ubuntu post they seem to get them from: ~/Steam/linux32/
Make sure you get the following files from the Steamcmd install and replace the ones in the "System" directory in your Killing Floor server install:
steamclient.so
libtier0_s.so
libvstdlib_s.so
