After Test Subject 826 moves to Act 6 - Rosa Isabelle Street Culvert area, talk to him until he mentioned a puppet with a writing on the back.
Then go forward, take a left, down the stairs and you will see Melody's puppet body (the one that the guy in Act 6 asks to find his wife)
After reading the message you get humanity points.

You don't have to lie to Alidoro, Venigni, Eugenie, Arlecchino's final questions, Simon or Geppetto. I just achieved Rise of P ending and obtained the Golden Lies weapon before even fighting Manus. Did everything else in the game though.

You can also get one by praying at the one winged angel statue just before the chapel bridge
