but you don't exactly need the level editor, since it's only the png files that need editing.
it might look weird in-game but i'd recommend editing the pngs with photoshop or ms paint

I tried to do it was a buggy mess I think im going look at making mod that has all the bad / buggy arenas

the way the fan pulls stuff into it makes me think of whirlpools and I don't know how you would do this but could you try to make a arena with a deep body of water that when a creature gets into it they get pulled down into it? if you do this it doesn't need to physically look like a whirlpool just behave sorta like one. I think you could just take a fan and make it pull down instead of to the left or right and put it under water. Sorry if this doesn't make much sense.
