I usually don't play a video directly in YouTube, but to answer your question, I found and played what I think is the correct video just now. It began with a brief message but did not include a political ad.

It probably has nothing to do with you, but when I try to access the guide, I've been confronted with a video ad for a political candidates. Something that got pasted into YouTube, perhaps. It does not seem legitimate. I reported it separately to Steam Help.

This guide was preceded by a campaign ad for a local candidate, which is an inappropriate use of this forum. Steam should withdraw the ad which I hope did not actually originate with the person who submitted this guide.
