you can change emotion by right click on the "Arsonist's Emotion" then go change Emotions by Move your mouse at "Set Skin" and select the one that you want to be appear. *sorry for shitty grammar*

This work like TF2 Cosmetics. you spawn it by Create Animation Set for New Model, and then Copy this is the filter "player\items\pyro\arsonist_emotion.mdl" to spawn, now just drag rootTranform and bip_head from specific pyro to this "Arsonist's Emotion"
then drag "Zero" in Procedural to the right.

does this relate to the cosmetic called "Special Eyes" for Pyro because they updated it now but before that it use to be for the Engie plz help XD
