I saw you added configurable chance, thank you! :) That's perfect.

You say you would like terraria's Halloween and Christmas version, but this is just another birthday, just like the NPCs', so I think keeping it like them is fine.
You'll probably forget this even exists or have already removed the mod by the time your actual birthday comes anyways

Birthday once a year in Terraria, nah, I would so not like that. And the char's birthday isn't mine anyway. Maybe creation date would fit, but then it'd have to be at least once per month.

Well, I would rather use Terraria's feature of checking calendar for Halloween/Christmas. You just put your date of birth in config and here you go, on this day you will receive gifts, buffs etc. For further birthday gift progression add a year and you will get better gifts every next year (However changing local PC time/date might be useful for abusing this mod).
I am more than sure mods are not allowed to send personal information anywhere (only diagnostic data). If the mod sends data on external web sources, it may also be reviewed by tModloader tech support. Just make it stay with the mod.

An option for the chance would be welcome. After it happened once, I'd like to lower the chance too, to make it a nice unexpected surprise. :) Not quite to 1/365 though.

(Going by Terraria Blood Moon and Solstice event frequency, the orbit is certainly not anything similar to ours. :P )
